Ukraine Reports Restored Starlink Links, Rejects Musk’s Drone-Use Claim

Ukraine says its Starlink and Starshield satellite links are working normally again after restrictions disrupted military operations. The reported restoration has been followed by a fresh dispute between SpaceX chief executive Elon Musk and a Ukrainian presidential adviser over how the services were being used.

Restoration concerns terminals in motion

Ukraine’s Defence Ministry said its monitoring systems were recording restored operation, with connections remaining stable while equipment moved at more than 400 kilometers per hour. That figure describes the movement of a terminal using the network, not the speed at which it downloads internet data.

President Volodymyr Zelenskiy said the services had returned to their pre-restriction operating speeds after beginning to recover overnight, Reuters reported. The ministry said it would continue monitoring Starlink and Starshield rather than treating the announcement as the end of its technical checks.

Musk alleges prohibited drone use

Hours after Ukraine’s restoration announcement, Musk alleged on X that Ukrainian forces had breached Starlink’s terms by using the service for offensive drone strikes. He said an opening that allowed such use had been closed the previous week.

Ukrainian presidential adviser Serhiy Beskrestnov disputed that account, saying Ukraine was physically unable to use Starlink for long- and medium-range attack-drone operations. Ukraine’s general staff and defence ministry had not immediately commented on Musk’s accusation, according to Reuters.

The competing statements leave a distinction between the current status of the connections and the disputed explanation for their earlier limits. Kyiv’s official monitoring update describes restored performance; it does not resolve the disagreement over the alleged terms-of-service breach.

Why the mobility limits mattered

Ukrainian officials said earlier restrictions capped Starshield operation at movement speeds of 160 kilometers per hour. They said the limits hampered efforts to intercept Russian attack drones and forced some operations to be canceled.

Starlink remains important for frontline communications. Starshield is the military-oriented service operated by the US government using Starlink technology, and fast-moving Starshield-equipped drones have also played a role in Ukraine’s operations, Reuters reported.

Responsibility remains contested

Neither Musk nor the US government had accepted responsibility for imposing the curbs, Reuters said. The news agency has reported that an order to restrict Starshield came from inside the White House, while Musk and US officials had publicly pointed to the other side as the authority over such decisions.

The restoration announcement therefore marks a change in Ukraine’s assessment of service availability, not a complete public explanation of who ordered the restrictions or how future operating limits will be decided.
