Microsoft Puts Copilot, Microsoft IQ and Agent 365 at the Core of Its Frontier Platform

Microsoft is framing its next phase of enterprise artificial intelligence as a platform strategy rather than a collection of disconnected assistants. In an Oct. 27 post, Judson Althoff, chief executive of Microsoft’s commercial business, described Copilot, Microsoft IQ and Agent 365 as three connected layers for what the company calls Frontier Transformation.

Three layers for enterprise AI

Microsoft positions Copilot as the main interface through which employees interact with AI. Microsoft IQ is intended to add organizational context and help compound a company’s internal intelligence, while protecting its differentiation. Agent 365 supplies the trust and observability layer, allowing organizations to govern, manage and secure agents across the technology stack.

That structure reflects a shift in the enterprise AI conversation. The challenge is no longer only whether employees can access an assistant, but whether an organization can understand which agents exist, what data they can reach and how they behave in production. Microsoft’s Agent 365 documentation describes a centralized registry for agent adoption, activity and health, alongside lifecycle management, access controls and compliance functions.

Volkswagen and Fujitsu show the adoption scale

Microsoft said Volkswagen has scaled Copilot to more than 330,000 employees. The automaker previously reached more than 300,000 monthly active users for Copilot Chat, and is now using Copilot with Work IQ for scenarios that require more organizational context in decision-making and knowledge work. Microsoft also said Volkswagen is expanding its Intelligent Data Foundation on Microsoft Fabric.

Fujitsu is scaling Copilot across a global workforce of approximately 100,000 following a pilot, according to Microsoft. The company said usage has exceeded 90%, with employees connecting to specialized agents and business systems. Microsoft reported that Fujitsu’s agents automate roughly 75% of initial responses and triage for a service desk receiving nearly 300,000 inquiries each year.

Governance becomes part of the product

Microsoft’s security documentation describes Agent 365 as a unified control plane for agents built with Microsoft platforms and ecosystem partners. It says IT, security and business teams can use agent inventories, behavior and performance signals, identity controls and data-protection policies to oversee deployments. The documentation also says Agent 365 became generally available for commercial customers on May 1, 2026.

The platform approach gives Microsoft a way to link visible adoption metrics with operational safeguards. For customers moving from pilots to thousands of agents, centralized discovery, permissions and risk monitoring may become as important as the underlying models. Microsoft’s Frontier pitch is therefore less about one new chatbot than about making enterprise AI an observable and governable operating layer.
