UK science advisers warn Britain could become an AI customer, not creator

Britain risks becoming a “high-value AI customer” rather than a country able to shape artificial intelligence, the Council for Science and Technology warned. The body said decisions now will affect economic benefits, public services and resilience.

It recommended one government lead for AI sovereignty, investment in skills, data and computing, and testing systems in security, health and education. It also suggested exploring a publicly governed British model.

The advisers did not call for isolation: they said Britain should retain access to global systems while developing selected domestic capabilities.

The warning frames AI capacity as infrastructure and governance, not just model quality.

The council’s recommendation reflects a balancing act: domestic capacity for resilience, paired with continued access to the best systems developed elsewhere.

The letter is advice, not a new law or funding commitment, so implementation will depend on government priorities and later budget decisions.
