China inaugurates state-owned National Data Group in Xiongan
China inaugurated the National Data Group on October 20, creating a state-owned enterprise focused on developing and using data resources. State media said it will be a national platform for cross-industry and cross-regional data flow and sharing, headquartered in Xiongan, about 100 kilometres southwest of Beijing.
The group will explore new business models and expand the data market. Vice Premier Ding Xuexiang linked it to opportunities in artificial intelligence and China’s competitive position in global data resources. The move places data infrastructure alongside computing and models as a strategic technology asset.
China’s National Data Administration, formed in 2023, handles policy design; the new group is described as the market-facing vehicle for operations and implementation. Reuters did not disclose financial targets, detailed ownership or a timetable for commercial projects.
For technology companies, the practical question will be how access, standards and security rules are implemented. A national operating platform could reduce fragmentation, but it also makes governance and trusted data handling more consequential.
